Often professional or semi-professional repeatoffenders are involved. Effective combating would require an exchange between insurers, which has so far failed due to data protection.

ICO.Link enables a DSGVO-compliant exchange of encrypted data records. By creating a unique fingerprint for each claim, multiplesubmissions can be detected across insurance companies. The procedure was developed by cryptography experts of ICO-LUX in close cooperation with a data protection law firm. Its harmlessness under data protection law and compatibility with the GDV Code of Conduct was confirmed by a lawyer. In the first step, multiple billing in foreign travel health insurance will be uncovered as part of a pilot study.
